D. Schreiber called the meeting to order at 8:06.
W2012-10 Application for Timber Harvest at 200 Village Hill Road (Map 47 Lot 25 Zone R80) Owner: John Kulo Applicant: Brian Riendeau (Received March 12, 2012 Decision by May 7, 2012) Site walk done April 14, 2012
M. Drobney, D. Schreiber and T. Gutowski conducted a site walk on April 14th. M. Drobney said the activity was outside the wetland area. A brief discussion was held.
M. Drobney motioned to approve W2012-10 Application for Timber Harvest at 200 Village Hill as presented by the applicant. E. Brand seconded the motion. All in favor. Motion carried.
W2012-11 Application for Timber Harvest at 329 Moose Meadow Rd (Map 41 Lot 3A Zone R80) Owner: Wallace Brenger Applicant: Brian Riendeau (Received March 12, 2012 Decision by May 7, 2012) Site walk done April 14, 2012
M. Drobney, D. Schreiber and T. Gutowski conducted a site walk on April 14th. M. Drobney said there are a couple small stream crossings; the loggers are going to bridge the crossings and M. Drobney did not see an impact to them. A discussion was held on the forwarder and bridges used.
M. Drobney motioned to approve W2012-11 Application for Timber Harvest at 329 Moose Meadow Rd with the following conditions:
- Timber to be removed using a forwarder.
- Forester will bridge streams as described in the application.
Evan Brand seconded the motion. All in favor. Motion carried.
W2012-21 Application for dredging & maintenance of bio filter detention pond at 327 Ruby Road (Map 42 Lot 45 Zone DC) Owner: Royce Properties, LLC Applicant: TravelCenters of America, LLC (Received April 9, 2012 Public Hearing or decision by June 11, 2012)
Rylan Farr was present for the applicant. He said the application is to dredge and re-work the stormwater detention pond. Years of vegetation and sedimentation has caused problems with the oil/water separator. Mr. Farr said they want to move and filter the water and to restore the pond to design conditions. He said last year they responded to a spill and explained the flow line. The detention pond is working properly; it just needs to be maintained. Mr. Farr said they are going to maintain it every 2 to 3 years. A discussion was held on the maintenance schedule.
A discussion was held on dredging the pond. The commission looked at the plans. Mr. Farr said all sediment including organic matter will be hauled off site. They would like to do the work as soon as possible to avoid a high storm event. Mr. Farr said the work will take 2 to 3 weeks depending on the water and gave the timeline of the project which was presented in the project scope dated 5/7/12.
A discussion was held on conducting a site walk.
E. Brand motioned to approve application W2012-21 Application for dredging & maintenance of biofilter detention pond at 327 Ruby Road as outlined in the Project Scope submitted by APEX. M. Drobney seconded the motion.
A discussion was held on the permit and the conditions of the permit. The commission would like the following conditions added to the motion:
- Applicant will notify the commission of the project starting date.
- Applicant will notify the commission as to where the material will be taken off-site.
A vote was held. All in favor. Motion carried.
W2012-4 Notice of violation: Matthew & Amy Michanczyk conducting activities at 23 Lindsey Lane in violation of the Inland Wetlands & Watercourses Act (section 22a-36 through 22a-45 of the Connecticut General Statutes) and the Inland Wetlands and Watercourses Regulations of the Town of Willington. (Resolve by May 1, 2012)
S. Yorgensen read the letter from Mr. and Mrs. Michanczyk and a discussion was held. The application was tabled until the May 15th meeting.
W2012-23 Application for road and drainage improvements on Turnpike Rd from intersection Fermier Rd & Balazs Rd ½ mile eastward to the Ashford line. (Phase 1) Owner/Applicant: Town of Willington (Received April 9, 2012, decision by June 11, 2012)
A brief discussion was held on the application.
M. Drobney motioned to approve Phase 1 of application W2012-23 Application for road and drainage improvements on Turnpike Rd from intersection Fermier Rd & Balazs Rd ½ mile eastward to the Ashford line as presented by the town engineer. E. Brand seconded the motion. All in favor. Motion carried.
W2012-26 Application to construct a 18.5’ X 26’ deck behind house 42” above grade from the Fenton River at 143 Daleville Rd (Map 12 Lot 17 Zone R80) Owner/Applicant Muriel Jax (Received April 9, 2012, decision by June 11, 2012)
A discussion was held on the application.
M. Drobney motioned to approve application W2012-26 Application to construct an 18.5’ X 26’ deck behind house 42” above grade from the Fenton River at 143 Daleville Rd as presented by the applicant. E. Brand seconded the motion. All in favor. Motion carried.
W2003-49 Notice of violation: TravelCenters of America (the Lessee) and George Giguere of Royce Properties (the Owner) of property located at 327 Ruby Road.
Application was tabled.

The minutes of April 23, 2012 were tabled until the next meeting.
